Adopting a Co-Creation Evaluation Framework for Healthy Families Oregon: Insights for Impact

To ensure that the evaluation of the Healthy Families Oregon (HFO) program reflects the changing needs of the communities and families it serves, a redesigned evaluation framework for HFO was developed through a co-creation process. The approach involved collaboratively designing the evaluation plan with key partners, including HFO staff (home visitors, supervisors, and managers), HFO families, the Oregon Department of Early Learning and Care (DELC), broader community and system partners, and evaluators. By incorporating the insights, expertise, and perspectives of those directly impacted by the program, the evaluation becomes more useful, responsive to individualized needs, and aligned with the lived experiences of staff, families, and key partners. In this presentation we will share our approach to the co-creation process, the methodology we utilized to engage and honor key partners in the planning, and the successes and lessons learned from engaging in inclusive and collaborative evaluation planning. We will discuss the next steps for the co-created evaluation plan for HFO, including the implementation of the plan and the ongoing co-creation approach based on key partner feedback, community changes, and programmatic adjustments.
