Rethinking Mandatory Reporting: How PCA Chapters Can Help Build a System that Protects Children & Su

For decades, mandatory reporting has been seen as a critical tool in preventing child abuse and neglect. However, it functions as downstream tertiary prevention, intervening only after abuse or neglect has already occurred. While this intervention is essential, it often comes too late to prevent harm. Imagine a system where mandatory reporting is not a standalone response but part of a seamless continuum of prevention, spanning from primary prevention, which strengthens families and communities before risks emerge, to secondary and tertiary prevention, which provide early intervention and support to mitigate harm. This session will explore how PCA-Alaska and PCA-Massachusetts are leading efforts to redesign the mandatory reporting system in their states, shifting the focus toward primary prevention and early support. We will examine the impact of the current system on children, families, and professionals, discuss opportunities for reform that prioritize equity, prevention, and community-based solutions, and address the challenges and barriers to transformation. Participants will gain insight into innovative approaches that move beyond reactionary measures and toward a system that truly supports and protects children before harm occurs.
