Serving families enrolled under HFA's Child Welfare Protocol in New York State

The HFNY RCT provided evidence that HFNY could prevent the recurrence of child abuse. The Child Welfare Protocol (CWP), which enrolls families referred through child welfare agencies up until the child is 24 months of age, provides an opportunity to serve additional families under the HFA model. While these families may not have confirmed cases of child abuse, some of them will, and this presents a new opportunity to engage with a population that can benefit from preventative services. As HFNY implement CWP, it is important to understand the potential challenges and uncertainties that programs encounter around working with families enrolled under CWP. This session will provide a comprehensive look at the Child Welfare Protocol in New York State. We will review what is known about the prevention of recurrence of child maltreatment for families involved in preventative services. We will discuss our timeline for CWP implementation and the additional trainings and supports provided to programs. Finally, we will present statewide data to compare the demographics, enrollment, and retention rates of CWP families compared to the Signature Model(SM). We will also provide the results from focus groups with workers and their perspectives on working with families enrolled under CWP. This presentation addresses both priorities. First, it is transforming the narrative that families referred though child welfare are more difficult. While we do find that families enrolled though CWP have higher FROG scores than average for families enrolled under the SM, families enrolled under CWP have similar FROG scores to SM families HFNY already serves who report having contact with child welfare services at enrollment. This presentation also addresses Insights for Impact as families enrolled under CWP accept services at high rates and are retained in services, and thus have ample opportunity to benefit from preventative services.
